- Reproduce issue #1883 to make sure that we can cover it by tests
- [UX] Reflect the status of the comment settings in the "Comment fields" and "Comment display" tabs and offer connect-the-dots links to enable them.

- [UX] Consider special-casing and "locking" the admin listing views so that they cannot be disabled.
