- Genrule recommends using $(location) but it's described as legacy reference to either $(execpath) or $(rootpath)
- Make `load` ignore modules marked as `dev_dependency`
- Tools in local-only genrule are not built with the correct local exec platform
- `bazel info` fails with missing repo rule
- Support varying `string_flag`s on the exec configuration
