- Cypress runner stays blank after refreshing with DevTools open
- Proxy disabled: popups never enable interception on their child sessions — service workers and OOPIFs inside popups escape to the network
- Proxy disabled: nested out-of-process iframes are likely never auto-attached, so their traffic escapes interception
- Proxy disabled: per-session Fetch.enable entries accumulate in enableCommands and replay against dead sessions on reconnect
