Mail::Encodings.b_value_decode

Decodes a Base64 string from the "=?UTF-8?B?VGhpcyBpcyDjgYIgc3RyaW5n?=" format

Example:

 Encodings.b_value_decode("=?UTF-8?B?VGhpcyBpcyDjgYIgc3RyaW5n?=")
 #=> 'This is あ string'
