Gitlab::Git::Storage::CircuitBreaker#enabled?

The circuitbreaker can be enabled for the entire fleet using a Feature
flag.

Enabling it for a single host can be done setting the
`GIT_STORAGE_CIRCUIT_BREAKER` environment variable.
