SystemNoteService#commits_list

Builds a list of existing and new commits according to existing_commits and
new_commits methods.
Returns a String wrapped in `ul` and `li` tags.

# Commit to git

git add git commit -m "better docs for SystemNoteService#commits_list"

# Open pull request

gem install hub # on a mac you can `brew install hub`

hub fork
