Gitlab::Utils::Override#override

Instead of writing patterns like this:

    def f
      raise NotImplementedError unless defined?(super)

      true
    end

We could write it like:

    extend ::Gitlab::Utils::Override

    override :f
    def f
      true
    end

This would make sure we're overriding something. See:
