A command-line tool that makes git easier to use with GitHub.

NotificationService#new_merge_request

When create a merge request we should send an email to:

 * mr assignee if their notification level is not Disabled
 * project team members with notification level higher then Participating
 * watchers of the mr's labels
 * users with custom level checked with "new merge request"
