Chef::ChefFS::FileSystem::ChefServer::PoliciesAclDir#children

Policies are presented like /NAME-VERSION.json. But there is only
one ACL for a given NAME. So we find out the unique policy names,
and make one acls/policies/NAME.json for each one.
