Sprockets::SourceMapUtils#decode_vlq_mappings

Public: Decode VLQ mappings and match up sources and symbol names.

str     - VLQ string from 'mappings' attribute
sources - Array of Strings from 'sources' attribute
names   - Array of Strings from 'names' attribute

Returns an Array of Mappings.
