Locale::Driver::CGI#locales

Gets required locales from CGI parameters. (Based on RFC2616)

Returns: An Array of Locale::Tag's subclasses
         (QUERY_STRING "lang" > COOKIE "lang" > HTTP_ACCEPT_LANGUAGE > "en")
