* query_langs: An Array of QUERY_STRING value "lang".
* cookie_langs: An Array of cookie value "lang".
* accept_language: The value of HTTP_ACCEPT_LANGUAGE
* accept_charset: The value of HTTP_ACCEPT_CHARSET
