Locale::Driver::Env.locale

Gets the locale from environment variable.
Priority order except charset is LC_ALL > LC_MESSAGES > LANG.
Priority order for charset is LC_ALL > LC_CTYPE > LANG.
Returns: the locale as Locale::Tag::Posix.
