ActiveSupport::TimeZone#utc_to_local

Adjust the given time to the simultaneous time in the time zone
represented by +self+. Returns a Time.utc() instance -- if you want an
ActiveSupport::TimeWithZone instance, use Time#in_time_zone() instead.
