String#deconstantize

Removes the rightmost segment from the constant expression in the string.

  'Net::HTTP'.deconstantize   # => "Net"
  '::Net::HTTP'.deconstantize # => "::Net"
  'String'.deconstantize      # => ""
  '::String'.deconstantize    # => ""
  ''.deconstantize            # => ""
