RuboCop::MagicComment::VimComment#encoding

For some reason the fileencoding keyword only works if there
is at least one other token included in the string. For example

   # works
     # vim: foo=bar, fileencoding=ascii-8bit

   # does nothing
     # vim: foo=bar, fileencoding=ascii-8bit
