Wiki Education Foundation's Wikipedia course dashboard system

Course#order_weeks

Ensures weeks for a course have order 1..weeks.count
This is dangerous if creating or reordering timeline content except via
TimelineController, where every week is processed from the submitted params,
and blocks get resorted to the appropriate week if necessary.
Weeks are expected to have the same order as their ids.
