pg_search builds ActiveRecord named scopes that take advantage of PostgreSQL’s full text search

DeclarativePolicy::Base.configuration_for

all the [rule, action] pairs that apply to a particular ability.
we combine the specific ones looked up in ability_map with the global
ones.
