pg_search builds ActiveRecord named scopes that take advantage of PostgreSQL’s full text search

DeclarativePolicy::Base#cache

Helpers for caching. Used by ManifestCondition in performing condition
computation.

NOTE we can't use ||= here because the value might be the
boolean `false`
