pg_search builds ActiveRecord named scopes that take advantage of PostgreSQL’s full text search

NotificationService#new_issue

When create an issue we should send an email to:

 * issue assignee if their notification level is not Disabled
 * project team members with notification level higher then Participating
 * watchers of the issue's labels
 * users with custom level checked with "new issue"
