Task#merge_options

Allow merging together a list of configured options with options passed at runtime for on-demand tasks
runtime_options is the list of options given at runtime
task_options is the hash to merge the runtime options into. If not specified this defaults to the task's saved options

Looks for a key in the task's metadata called "runtime_override" which specifies which options can be overriden.
If this value is set to true, all options can be overriden.
