Compass is no longer actively maintained. Compass is a Stylesheet Authoring Environment that makes your website design simpler to implement and easier to maintain.

User#projects_where_can_admin_issues

Returns projects which user can admin issues on (for example to move an issue to that project).

This logic is duplicated from `Ability#project_abilities` into a SQL form.
