Compass is no longer actively maintained. Compass is a Stylesheet Authoring Environment that makes your website design simpler to implement and easier to maintain.

Gitlab::Database::MigrationHelpers#disable_statement_timeout

Long-running migrations may take more than the timeout allowed by
the database. Disable the session's statement timeout to ensure
migrations don't get killed prematurely. (PostgreSQL only)
