Adds support for creating state machines for attributes on any Ruby class

NotificationService#new_key

Always notify user about ssh key added
only if ssh key is not deploy key

This is security email so it will be sent
even if user disabled notifications. However,
it won't be sent to internal users like the
ghost user or the EE support bot.
