- [diagnostics] Errors for failure to parse a manifest in a git dependency are lost
- "Package collision in lockfile" using UNC/root local device/etc paths
- Allow specifying a set of supported target platforms in Cargo.toml
- `cargo --version --verbose` should give more information (and perhaps have an alias like "bugreport")
- Fail or warn when using an overrestricitve test filter that filters all tests
