- `cargo install` ignores the `rust-toolchain.toml` or uses the wrong one

- Cargo should skip crates.io check with --locked and all dependencies already resolved
- `cargo new` failed to detect vcs if parent of path does not exist
- A top-level root profile for overriding dev and release profiles simultaneously
- Provide an option to `cargo check` everything except benchmarks
- `cargo:rustc-link-arg-tests` not available to unit/module tests
- git dependencies in a local-registry require a non-existent checksum
- `cargo test --tests` also runs unit tests -- target filters are confusing
