- feat(eval): add gate-evasion corpus and benchmark suite (#5448)
- 50 of the 144 modules under `core/security/` have no caller; the ratchet records the debt but nothing schedules it
- evolve: rollback restores from a process-local backup map, ignores the proposal it is given, and records nothing
- security: DelegationScope cannot grade file-scope narrowing, so the axis is recorded but unproven
- cli: `bernstein adopt` moves a running agent session under governance in one command
